Event-Driven Data Delivery (ED3) technology addresses the problem of data preparedness for disaster events. In the Stage 1-Feasibility study, the team created a flexible, loosely coupled ED3 Framework, and through reference implementations of the various components, successfully demonstrated how the technology can be applied to support multi-discipline end user applications and services, providing for specific processing plans and data to be delivered when events matching user criteria occur. The ED3 Framework is unique within the A.33 program in that it provides a technology infrastructure that can be used to facilitate production and delivery of virtually any data or workflows, for essentially any type of disaster or predicted event, to be integrated with any decision support applications. Because of the loose coupling of components, they can be reused to support multiple combinations of events, workflows and decision applications, making the ED3 Framework a cross cutting technology for current and future disaster preparedness needs. ED3 directly addresses the A.33 priority topic: ¿Post- disaster assessment ... where access and availability of actionable disaster-related information can be effectively provided,¿ while the project¿s science component is focused on priority topics landslide and flood prediction, used as alerts of impending disaster events.The Stage 2-Decisions project plan explains the long-term partnerships that are underway and will be solidified, the quantified baseline performance metrics that will be utilized, and the preliminary plans to improve disaster-related decision making. Plans include expanded system capabilities and services, a core implementation of the ED3 Framework at the Global Hydrology Resource Center (GHRC), and collaboration with the Geological Survey of Alabama to develop a regional disaster decision support system, ALDisasters. Continuing discussions with SERVIR, the U.S. Department of Homeland Security and members of the Intelligence Community will lead to additional implementations of the ED3 Framework over the three-year Stage-2 Decisions project phase.
