A powerful Atmospheric River Storm dropped heavy rains onto hillsides stripped of vegetation by wildfires in Santa Barbara and Ventura counties, creating fears that the downpours could trigger mudslides and debris flows. Mandatory evacuation orders were put into effect from Tuesday March 20th for thousands of residents living in areas impacted by the Thomas, Sherpa and Whittier fires.
